Trying to police the world of online gaming is a huge job, but giving tools to the community makes a lot of sense. This FAQ goes over the Overwatch beta for Counterstrike: Global Offensive, and it seems like an interesting way to punish griefers and cheaters.

It requires a high level of involvement from the community, but it sounds like there are a few ways to check on the people making the final decisions about the behavior of the players.
